A Virginia Circuit Court judge ruled that an individual fit the definition of a sexually violent predator provided by the Virginia Code and ordered his involuntary confinement.  Under the relevant statute, confinement as a sexually violent predator is limited to an individual who "because of a mental abnormality or personality disorder, finds it difficult to control his predatory behavior which makes him likely to engage in sexually violent acts."
